I like this composition, but I am wondering about the funky highlights in the background blur. Is that due to the TC you get these shapes?

The funky highlights in the background are due to harsh light illumination and diffraction on permanent coming bubbles from the water. You can clearly distinguish some circles of movement of the water.As far as 1.4 TC is concerned, it does not alterate the IQ at 400mm really just creating on borders abit more softness.I have been using this combo for years since bought it at its lauch at the XT1 period...Our previous mod JA has the same experience about the IQ of 400mm+1.4xTC

Ah OK. Thanks for clearing that up. I have seen those highlights myself when using really bad vintage M42 lenses, but I could hardly imagine the XF combo would do this to one's images.
