Someone is offering me a D7000 for $600 including battery, charger, 18-105mm kit lens and 50m 1.8 prime lens. I'm not sure how much shutter actuation but will check when I meet the person. Is this ia good price? Or should I try to bargain? If I bargain--how should I determine price based on the shutter actuation?

I'm seeing a couple of recent eBay D7000 body only final bids between $530 and $580, excellent condition. If what you are looking at is in good condition sounds like a good deal. You might wan to make sure it isn't gray market so if you ever need to get it repaired you can.

For what is being included that sounds like a good deal, just make sure it's in good condition. US model if you're in the U.S. although there are other places you can get it serviced.
